TOKYO (AP) ? Japanese authorities are investigating subcontractors on suspicion that they forced workers at the tsunami-hit nuclear plant to underreport the amount of radiation they were exposed to so they could stay on the job longer.
Labor officials said Sunday that an investigation had begun over the weekend following media reports of a cover-up at the Fukushima Dai-ichi plant, which suffered multiple meltdowns following the March 2011 earthquake and tsunami disasters.
A subcontractor of plant operator Tokyo Electric Power Co., or TEPCO, acknowledged having nine workers cover their dosimeters with lead plates late last year so the instrument would indicate a lower level of radiation exposure.
The investigation marks the first time the government has looked into the case, believed to be part of a widespread practice at the plant since it was hit by the worst atomic crisis since Chernobyl.
The government more than doubled the emergency radiation exposure limit soon after the accident, but lowered it back to the previous level in December. The law now sets the exposure limit at 50 millisieverts per year, or a five-year total of 100 millisieverts.
Dosimeter readings are crucial personal records that determine how much longer a worker can stay on a plant job. Work at highly contaminated areas could quickly eat up a worker's quota.
The issue reflects a growing concern among the government and TEPCO about how to secure a continuous flow of workers to finish cleaning up the plant. Officials say it will take about 40 years to decommission the plant's four wrecked reactors ? three with melted cores and another with a spent fuel pool in a shattered building.
Labor officials made onsite inspections at the Fukushima plant to examine dosimeter readings of the workers and other records, said Yasuhiro Kishi, an official at the Fukushima Labor Bureau.
Health and Labor Ministry officials repeatedly issued warnings to TEPCO during the first few months of the crisis about the company's lax oversight of workers' exposures. Officials have also said TEPCO had several workers share a dosimeter not just early in the crisis when the equipment was in short supply due to tsunami damage, but even after a full stock had been regained.
Takashi Wada, president of Fukushima-based subcontractor Build-Up, acknowledged this weekend that the dosimeter falsification had taken place. He said a supervisor of the group of nine workers came up with the idea when his dosimeter alarm went off during his short preview visit to the area where the workers were assigned.
"We should have never done that," Wada told an interview with TBS network broadcast Saturday.

University of Utah chemist gets another big tribute
SALT LAKE CITY, July 23, 2012 Only months after collecting a National Medal of Science from President Barack Obama, University of Utah organic chemist Peter J. Stang has won the highest honor from the world's largest scientific group: the 2013 Priestley Medal from the American Chemical Society.
The medal basically a lifetime achievement award for chemists "recognizes Stang's cutting-edge research that has had far-reaching implications for many areas of science, including drug development and more efficient ways to produce gasoline and home heating oil," the 164,000-member society said in announcing the honor.
"I am truly delighted and honored to receive this most prestigious American Chemical Society Award," says Stang, 70, a distinguished professor of chemistry whose family fled Hungary when he was a teenager after the Communist takeover in 1956. "It is humbling to be listed among the distinguished previous recipients."
"Of course, much of the credit belongs to my able and dedicated undergraduate, graduate and postdoctoral co-workers, who actually carried out the experimental work over my 43-year career at Utah," he adds. "This award also indicates that it is possible to do cutting-edge, world-class research at the University of Utah."
The gold Priestley Medal first bestowed in 1922 is named for chemist and theologian Joseph Priestley (1733-1804), whose discovery of oxygen in 1774 explained why and how things burn, and that air was made of a mixture of gases. Priestley also invented carbonated water and the rubber eraser. His unorthodox religious writings and support for the American and French revolutions forced him to flee England for Pennsylvania in 1794.
Stang has served as editor of the Journal of the American Chemical Society since 2002. He and a staff of seven process more than 12,000 research manuscripts a year.
Last year, President Obama honored Stang at the White House along with other winners of the National Medal of Science, the highest U.S. honor for a scientist or engineer.
University of Utah President David Pershing, a distinguished professor of chemical engineering, applauds Stang and his new honor.
"I am exceedingly proud of Peter, and this is a fitting tribute to his lifelong dedication to chemistry," Pershing says. "He is absolutely committed to the highest research standards and the best education for his students."
Stang says he is "grateful to the citizens of Utah for affording me the opportunity to educate and work with young people and be a member of the faculty of the University of Utah for over 40 years."
In addition to the Priestley Medal, the American Chemical Society also inducted Stang and Henry White as fellows of the society. White is a distinguished professor and chairman of chemistry at the University of Utah.
For the past 20 years, Stang has pioneered the field of "supramolecular chemistry," which involves the spontaneous formation of large, complex molecules from predesigned, simple molecules that Stang compares with building blocks in a Lego toy set.
"The molecules could have uses as drug-delivery vehicles and as key players in making oil refining faster and more efficient," the American Chemical Society says.
Stang adds: "Although at the moment this is just fundamental research, it will have major impact on nanotechnology as well as biomedicine. It might enable targeted drug delivery that will make modern drugs more effective and minimize undesirable side effects."
Stang earned his chemistry Ph.D. at the University of California, Berkeley, did postdoctoral research at Princeton University, and joined the University of Utah faculty in 1969. He chaired the Department of Chemistry during 1989-1995, and then served as dean of the College of Science during 1997-2007.
In 2011, Stang was ranked 69th on a list of the world's top 100 chemists, based on scientific impact scores of their published work. The list, compiled by Times Higher Education in Britain, put him in the top 1 percent of the top 1 percent of all chemists worldwide.
Stang previously won numerous other awards. He was elected to membership in the National Academy of Sciences in 2000 and to the American Academy of Arts and Sciences in 2002.
Stang's mother was a German and his father a Hungarian, and the couple met in Paris. Stang was born in Nuremberg, Germany, but lived in Hungary through his first year in high school.
When Stang was 15, he, his parents and his two sisters fled Hungary in 1956, just days after the Soviet Union sent tanks into the country to suppress the Hungarian uprising. The family moved to Chicago. He became a naturalized U.S. citizen in 1962.

With all of the excitement and confusion over the Affordable Care Act (ACA), one of the most important components ?of the law is the establishment of Health Insurance Exchanges. ?So what exactly is an Exchange?
An Exchange is either a non-profit or a government agency that will offer health plan choices and answer consumers? questions about coverage options, premiums, deductibles and assist with coverage appeals. ?The Exchanges are put in place to protect patients from over-priced premiums and prevent discrimination based on health risks or pre-existing conditions. ?In Massachusetts, Exchanges are called Connectors.
All states have the option to either set up their own Exchanges or let the federal government establish the state?s Exchange. ? ?The ACA funds the establishment of Exchanges to the tune of $30 million. ?So, even if governors balk at the idea or say they won?t participate, they have probably already started planning how Exchanges will operate in their areas.
Exchanges will initially serve businesses with fewer than 100 employees and?people who have to buy their own insurance like the unemployed, self-employed and retired individuals who are not eligible for Medicare. ?The idea behind bringing these groups of people together is the premise that pooling large numbers of individuals into one group will reduce premiums and increase options. ?Exchanges will provide people with the bargaining power currently only available to large corporations and unions. ?In theory, ordinary people will get lower premiums and higher quality coverge by participating in an Exchange. ?I will address the aspect of expanding Medicaid in a separate blog.
The Exchanges will offer health plan choices and serve as a place where consumers can get their health insurance questions answered. ?They will also certify insurance plans and monitor the offerings for fairness and affordability. ?While all Exchanges will be required to have call centers, walk-in facilities aren?t mandatory. Also, multiple Exchanges will not be allowed to serve the same geopgraphic area.

New York police posted officers at dozens of theaters around the city. Ticket-takers at a multiplex in Washington searched moviegoers' bags and purses. And one of the nation's biggest theater chains barred patrons from wearing masks or costumes.
Security was stepped up in places around the U.S. during showings of the new Batman movie Friday after the massacre in Colorado. And while some people said they were afraid to go to the movies in the wake of the shooting rampage, many others were undeterred by the tragedy and eager to see "The Dark Knight Rises."
Jimmy Baker, 40, waited outside the AMC theater in New York's Time Square for almost three hours to see an early matinee, as a police cruiser sat nearby.
"I just felt bad for the people that had to be traumatized by this entire event," he said. But "I didn't feel like it had any kind of effect on me. ... I'm just here to enjoy a good movie."
Stephanie Suriel, 21, waiting outside the same theater, said her mother was slightly concerned about her going to see the film. But "I'm not nervous at all because I really want to see that movie."
Still, just to be safe, she said, "I'm going to sit in the back."
Theaters took the precautions after a gunman wearing a gas mask opened fire at a midnight showing of "The Dark Knight Rises" in Aurora, Colo., killing at least 12 people. There was extra security Friday night at four theaters showing the movie in Aurora, Police Chief Dan Oates said.
In Washington, the Homeland Security Department held a conference call with officials from the commercial, entertainment and shopping mall industries to discuss what security measures they could take to prevent something like this from happening again.
The National Association of Theater Owners said it was working closely with law enforcement authorities and reviewing security procedures, but gave no details of any precautions taken.
AMC Theatres, the nation's second-largest theater chain, with more than 300 movie houses, said it will not allow people to wear costumes or face-covering masks into its theaters.
Fans of sci-fi and superhero movies often dress up as their favorite characters, especially on opening night. New York City's police commissioner said the gunman in the Colorado rampage painted his hair red and called himself the Joker, Batman's nemesis. But Aurora police would not confirm that.
The New York Police Department said was posting officers at about 40 theaters around the city that were showing the film. The increased security was a precaution against potential copycat shooters, and also meant to reassure moviegoers.
"We're doing this to raise the comfort level," Police Commissioner Raymond Kelly said. "We'd certainly encourage everybody to go about their business."
At Landmark Theaters in Baltimore, moviegoer Kelly Hager said a 5 p.m. showing was nearly full with no sense of a somber mood among fellow patrons. She and a friend bought tickets earlier this week and never considered not going.
She said a few police officers were stationed outside but she saw none inside. After the movie, staff members stood outside and thanked people for coming.
"I guess they were worried that people would stay home," said Hager, 32, of Baltimore, a TV station web producer. "I've never seen that happen before."
At the Regal Gallery Place multiplex in downtown Washington, moviegoers trickled into an 11 a.m. showing. Theater employees searched patrons' bags and purses while taking their tickets.
"I'm believing that it's not related so much to the movie," Steve Glaude, a 57-year-old federal employee, said of the shooting. "The movie may have been a trigger. It may not have been. We don't know. I don't think it was hero or villain emulation."
Christine Cooley, who works near Tampa, Fla., for the University of Florida, said her 15-year-old daughter has sworn off going to the movies because of the tragedy.
"It's tainted the movie completely for her," Cooley said. "It's summertime. That's a big movie time for teenagers. That movie is off the list now. Movie theaters in general are off her summer to-do list because of that."
Cooley said she tried to explain that the shooting was random and not an indication of security at theaters in general, "but I can see where she's coming from. Why put yourself in harm's way?"
At the United Artists Riverview Stadium 17 in Philadelphia, a steady stream of people headed in for morning showings of "The Dark Knight Rises." Staff members said that there was extra security, but that that was normal for big movies and unrelated to the Colorado shooting.
Neal Mates, 38, a professed "film geek," said: "Shootings can happen anywhere. ... I think it's silly to blame the film."

We discussed finding a niche a few days ago. As soon as you?ve found a niche market in your area of interest, the next step is to create or find a product or service to sell. It is pretty obvious that when you are deciding what you?re going to sell online, you can choose from two strategies ? create or find ? or choose both?
Creating a Product or Service
Selling Existing Products and Services
While I believe that creating your own product or service gives most small businesses the best chance at success, it does takes a bit longer. Let?s do a broad-spectrum review of each of our options. Creating Your Own Product or Service
I prefer the creating products strategy since it gives me complete control over exactly what I sell and how much profit it yields.
I typically market information and services. I create my products and services based upon knowledge and research.? Using my laptop and mostly free software, I then shape them into many different marketable formats including print books, eBooks, software, member sites, and advertising services.
If you have information to share, or have the ability to research and gather information on a niche topic (and we all have that ability!), you can earn money using this model. For centuries, people have been making money providing information and related products and services, and this reality will continue forever.
It all boils down to helping people save time and money.? You provide a product or service that allows them the option to avoid learning something the hard way ? through research of their own. Essentially, you do the research, or share what you already know, and sell the help people need. The bigger the need for your specialized information or services, the higher prices you can demand.
When you consider an online global audience, you can create and sell just about anything. If there is a market for it, you can build your business around it.
For instance, let?s say I was really into healthy eating. If I wanted to make a living in that niche, the first step I would take would be to find out exactly what healthy eating enthusiasts are searching for. As we did in determining our niche, I would use the Google Keyword Research tool. Do they want to learn how to prepare new dishes? Do they want to know the best places to eat out in a healthy way? Maybe they would be interested in training videos?that?show them how to prepare recipes? ?Perhaps they are interested in healthy eating for kids? Or, are they concerned about the cost? How about an eBook on Eating Healthy on a Budget. I think you get the idea. You find a niche that interests you, see what people are searching for and fill the need.
Now let?s consider an approach for those of you who do not have the time or inclination to create, or may want to do both?
Selling Existing Products and Services
It is also possible to earn money online selling existing products and services. There are two ways to do this.? You can acquire the rights to a product, or you can promote products and services as an affiliate.
I?ll touch briefly on resale rights first. As you search the Internet you?ll see many products, especially in the Internet marketing niche, being sold with resale rights. While this can be a profitable model, you might consider that if you go this route, you will be competing against all the other people who also bought those rights. That can create a competition problem if there are thousands of others selling the same thing.? First and foremost, you must be a better marketer.
I?ve watched many marketers get caught up in a price war when selling products they bought resale rights to. And when savvy customers realize that they are about to buy a product that is a resale item, they tend to shop the web for the merchant with lowest price. That can be detrimental for your sales volume and profit.
Personally, I believe the best way to utilize resale rights products is to include them in your existing product line ? a method to expand your offerings and provide depth. You certainly don?t want to put all your eggs in the resale rights basket. Marketing only products that others are marketing as well, can give your business identity problems, as well as profit margin issues.
In that connection, consider with me that affiliate marketing may present more versatility and profit in the long run. So let?s see?
Affiliate marketing is simply promoting existing products or services on a commission only basis. Each time you make a sale you earn a commission. There are affiliate programs in just about any niche you can imagine. Whatever niche you plan to develop your business around, you?ll more than likely be able to find affiliate programs you can join.
I know personally how profitable this model can be. You see, in addition to selling my own products and services, I often promote products as an affiliate. Each month I receive checks, these affiliate checks are from merchants paying me commissions on sales I made for them.
As with anything, there are advantages and disadvantages to affiliate marketing.
Advantages:
You save time and money since all the product creation has already been done by the merchant.
There is no need to worry about payment processing or order fulfillment since the merchant handles those aspects.
Disadvantages:
You give up control and profit when using this strategy since you do not own the products.
You cannot open your own affiliate program and use the massive power of affiliates, since you do not own the product.
If you want to give this affiliate business model a try, you should start by deciding what niche interests you most?sound familiar? Affiliate marketing is done best when you focus on one niche at a time. There are affiliate programs in just about any niche imaginable, so start with something you are familiar with will make it fun and less stressful.
Some might suggest otherwise, but I would submit that whether you choose to create your own products, or sell affiliate products, you still need a web presence!?Only with a real web presence can you grow a list of prospects, follow up with them on auto-pilot, build relationships and make sales. If you get life, renters, and auto insurance is it cheaper than paying just auto through state farm in NYC?
My boyfriend and I opened a new account with State Farm in NYC. They said that it would be cheaper to go with the triple package of renters, life, and auto rather than just auto. Does anyone have insurance in NYC with State Farm and can anyone tell me if this is true of their situation? Auto insurance is really all we need right now but I am just surprised that it is cheaper with all three instead of just auto. Can anyone help me out with this one Please?

I can?t speak for State Farm in NYC, but most companies do offer discounts if you have multiple policies. Usually, they give a percentage discount off of the policies. For me, there have been a few times where the discount provided on the auto was actually more than the cost of the renter?s policy! So not only is the customer getting a ?free? renter?s policy, they save money on the auto as well. Talk about a no brain-er. That being said, it is rare that this actually happens, and life policies are being underwritten by a completely different set of standards so I find it hard to believe you would get a discount on the life policy for having your auto with them. But again, I?m not a State Farm agent in NYC so I don?t know for sure. We've heard plenty of rumors about the futures of Apple's iPad and Amazon's Kindle Fire, so we're not particularly surprised to see that the New York Times is reporting that the two tablets are headed into different directions.
Apple's trying a smaller device, while Amazon's trying a bigger one, explain the NYT's Nick Wingfield and Nick Bilton.
If you've been keeping your ears open for?tablet rumors, you're probably rolling your eyes at this point.?There's good reason to mention this particular report though. It's further affirmation of details we've heard before, coming from a publication with a knack for vetting stories and sources well.
Speaking of sources?? Wingfield and Bilton have several who preferred to remain unidentified. These folks claim that Apple is "developing a new tablet with a 7.85-inch screen that is likely to sell for significantly less than the latest $499 iPad, with its 9.7-inch display." These details match what the?Wall Street Journal and Bloomberg previously reported.
It's hard to forget that Apple's?late co-founder Steve Jobs spoke vehemently?against smaller tablets as recently as October 2010. During an earnings call, he remarked that he didn't think it's possible to make a great 7-inch tablet.?A 9.7-inch device such as the current iPad is the minimum size required to create great tablet apps, he said.
But that wasn't always the line of thinking at Apple. According to a former engineer who spoke to the NYT, "the first tablet prototype Apple began developing in the mid-2000s had a 7-inch screen."
According to the engineer,?Jobs thought the device was too small, and even wondered aloud whether it was good for anything ?besides surfing the Web in the bathroom."
Perhaps things have come full circle at Apple and the company's giving smaller tablets a good look again, although as Apple-watcher John Gruber has pointed out recently, the rumored mini iPad is closer to an?8-inch tablet than a 7-inch one.
In the meantime, Amazon?? who already makes an itty-bitty Android-flavored?counterpart to the iPad?? is looking at bigger tablets. A?developer who was "briefed on Amazon's plans" told the NYT?that the company "is working on a new version of the Kindle Fire, with a larger display, that could compete more directly with the iPad."

WASHINGTON (AP) ? Actress and activist Jada Pinkett Smith urged Congress on Tuesday to step up the fight against human trafficking in the U.S. and abroad.
The actress testified during a Senate Foreign Relations Committee hearing that she plans to launch a campaign to raise awareness and spur action against human trafficking and slavery. She said the "old monster" of slavery "is still with us," almost 150 years after President Abraham Lincoln issued the Emancipation Proclamation that freed slaves in the U.S.
"Fighting slavery doesn't cost a lot of money. The costs of allowing it to exist in our nation and abroad are much higher," the actress said. "It robs us of the thing we value most, our freedom."
She said the issue was brought to her attention by her daughter Willow, 11, who sat nearby with actor Will Smith, Pinkett Smith's husband and Willow's father. The Smiths all wore blazers over T-shirts that read, "Free Slaves." The hearing room was filled mostly with young people, some trying to take photos of the famous family.
With her father's arm around her, Willow remained attentive to her mother's testimony and often whispered to her father. At least 30 minutes into the hearing, Will wrapped his gray blazer around Willow.
The actress called for an extension of the Trafficking Victims Protection Act, which provides funding to combat trafficking and help trafficking victims. The act also created a task force, chaired by Secretary of State Hillary Rodham Clinton, which coordinates among federal agencies to implement policies against human trafficking.
Sen. John Kerry, D-Mass., pledged to try to gather bipartisan congressional support to further fund the act.
The State Department estimates that at least 14,500 people are trafficked to the U.S. annually.
