Austerity is hurting our health, say researchers

LONDON (Reuters) - Austerity is having a devastating effect on health in Europe and North America, driving suicide, depression and infectious diseases and reducing access to medicines and care, researchers said on Monday.

Detailing a decade of research, Oxford University political economist David Stuckler and Sanjay Basu, an assistant professor of medicine and an epidemiologist at Stanford University, said their findings show austerity is seriously bad for health.

In a book to be published this week, the researchers say more than 10,000 suicides and up to a million cases of depression have been diagnosed during what they call the "Great Recession" and its accompanying austerity across Europe and North America.

In Greece, moves like cutting HIV prevention budgets have coincided with rates of the AIDS-causing virus rising by more than 200 percent since 2011 - driven in part by increasing drug abuse in the context of a 50 percent youth unemployment rate.

Greece also experienced its first malaria outbreak in decades following budget cuts to mosquito-spraying programs.

And more than five million Americans have lost access to healthcare during the latest recession, they argue, while in Britain, some 10,000 families have been pushed into homelessness by the government's austerity budget.

"Our politicians need to take into account the serious - and in some cases profound - health consequences of economic choices," said David Stuckler, a senior researcher at Oxford University and co-author The Body Economic: Why Austerity Kills

"The harms we have found include HIV and malaria outbreaks, shortages of essential medicines, lost healthcare access, and an avoidable epidemic of alcohol abuse, depression and suicide," he said in a statement. "Austerity is having a devastating effect."

Previous studies by Stuckler published in journals such as The Lancet and the British Medical Journal have linked rising suicide rates in some parts of Europe to biting austerity measures, and found HIV epidemics to be spreading amid cutbacks in services to vulnerable people.

But Stuckler and Basu said negative public health effects are not inevitable, even during the worst economic disasters.

Using data from the Great Depression of the 1930s, to post-communist Russia and from some examples of the current economic downturn, they say financial crises can be prevented from becoming epidemics - if governments respond effectively.

As an example, they say, Sweden's active labor market programs helped the numbers of suicides to fall there during its recession, a big rise in unemployment. Neighboring countries with no such programs saw large increases in suicides.

And during the 1930s depression in the United States, each extra $100 of relief spending from the American New Deal led to about 20 fewer deaths per 1,000 births, four fewer suicides per 100,000 people and 18 fewer pneumonia deaths per 100,000 people.

"Ultimately what we show is that worsening health is not an inevitable consequence of economic recessions. It's a political choice," Basu said in the statement.

    2 policemen shot in Rome as Italy gets new govt

    ROME (AP) ? An unemployed bricklayer shot two Italian policemen in a crowded square outside the premier's office Sunday just as the nation's new government was being sworn in, investigators said.

    The gunman's intended target was politicians, a top Italian official said after interviewing him.

    Mired in recession and suffering from soaring unemployment, Italy has been in political paralysis since an inconclusive February election. Social and political tensions have been running high among voters divided between center-left, conservative and anti-government political parties.

    Sunday was supposed to be a hopeful day when debt-ridden Italy finally got new government to solve its many problems. But shots rang out in Colonna Square near a busy shopping and strolling area shortly after 11:30 a.m. just as Premier Enrico Letta and his new ministers were taking their oaths at the Quirinal presidential office about a kilometer (half mile) away.

    The suspected gunman, dressed in a dark business suit, was immediately grabbed by other police outside Chigi Palace, which houses the premier's office and other government offices. The politicians were supposed to have met at the palace later Sunday for their first Cabinet meeting.

    Rome Prosecutor Pierfilippo Laviani told reporters he had questioned the alleged assailant, who was taken to a hospital with bruises after being wrestled to the ground. He identified the man as Luigi Preiti, 49, from Calabria, a southern agricultural area plagued by organized crime and chronic unemployment.

    Laviani said Preiti had "confessed everything" and didn't appear mentally unbalanced.

    "He is a man full of problems, who lost his job, who lost everything," the prosecutor said. "He was desperate. In general, he wanted to shoot at politicians, but given that he couldn't reach any, he shot at the Carabinieri" paramilitary police.

    One of the policemen, shot in the neck, was in critical condition. The other, shot in the leg, suffered a fracture, doctors said.

    The shooting "was the tragic gesture of a 49-year-old unemployed man," Interior Minister Angelino Alfano told reporters after briefing Letta and his new Cabinet.

    A woman passing by during the shooting was slightly injured, Rome's mayor said. It was unclear if she was grazed by a bullet or hurt in the panic sparked by the gunfire.

    The 46-year-old Letta had nailed down a coalition deal only a day ago between two bitter political enemies ? his center-left forces and the conservative bloc of ex-Premier Silvio Berlusconi. Letta will speak to Parliament on Monday, laying out his strategy to reduce joblessness while still sticking to the austerity measures needed to keep the eurozone's No. 3 economy from descending into a sovereign debt crisis. He will then face confidence votes.

    A video surveillance camera on the Parliament building caught the attacker on film just before and during the shooting, Italian news reports said.

    The attacker was walking at a steady pace along a narrow street that leads from the square outside Parliament's lower house to the square outside the premier's office, when police officers appear to have stopped him to ask where he was going.

    About 90 minutes later, Letta and his ministers were due to enter Chigi Palace. It was not immediately known if the attacker knew about their arrival.

    Shortly after police approached him, he began firing, according to the surveillance camera.

    An AP television producer saw the two wounded Carabinieri officers in the square outside the palace. One of them lay on the pavement with blood pouring out of his neck.

    Alfano said the alleged gunman wanted to kill himself after the shooting but ran out of bullets. He said six shots were fired in all. The gunman used a semi-automatic pistol whose serial number had been scraped off, Sky TG24 TV said.

    The interior minister said security was immediately stepped up near key venues in the Italian capital, but added authorities were not worried about possible related attacks.

    "Our initial investigation indicates the incident is due to an isolated gesture, although further investigations are being carried out," he said.

    Doctors at Rome's Umberto I Polyclinic said a 50-year-old brigadier had been hit in the neck by a bullet that damaged his spinal column and was lodged near his shoulder. The doctors said it wasn't yet known if the spinal column injury had caused any paralysis.

    The head of St. John's Hospital, Gianluigi Bracciale, told Sky TG24 TV the second officer suffered a broken leg from a gunshot. He said Prieti didn't appear to have any injuries other than bruises.

    Preiti's uncle, interviewed by Sky, said the alleged gunman had moved back to his parents' home in Calabria because he could no longer find work as a bricklayer. "He was a great worker. He could build a house from top to bottom," said the uncle, Domenco Preiti.

    The shooting sparked ugly memories of the 1970s and 1980s in Italy, when domestic terrorism plagued the country during a time of high political tensions between right-wing and left-wing blocs.

    The new Cabinet ministers were seen smiling in a group photo as news of the shooting broke.

    "The news arrived after the swearing-in," said Dario Franceschini, one of the new ministers.

    The ministers were kept briefly inside for security reasons until it was clear there was no immediate danger.

    Rome was jammed Sunday with tourists and residents enjoying a warm sunny morning on the last day of a four-day weekend.

    If you?re not living up to the goals that you set for yourself, take a good hard look at what may be wrong.     Samsung to block access to app store in Iran

    TEHRAN, Iran (AP) ? Iranian users of Samsung mobile applications said Thursday that the company had notified them that they will no longer have access to the company's online store as of May 22.

    The move is seen as part of international sanctions on the country over its disputed nuclear program. The West has imposed banking and insurance sanctions on Iran since it suspects Iran is pursuing nuclear weapons, a charge Tehran denies.

    At a Tehran shopping mall, owners of mobile phones and tablets said Thursday that they had received the message via email from the company late the night before. Retailers said they had no power over the decision.

    "We have heard about it, but we are only responsible for hardware here, not software and apps," shopkeeper Bijan Ashtiani said.

    In the message, Samsung said that it cannot provide access to the store, known as Samsung Apps, in Iran because of "legal barriers." It apologized to customers in emailed statement seen by the Associated Press on Thursday.

    Samsung's offices in Tehran could not be immediately reached for comment due to the weekend there, and its headquarters in South Korea did not immediately respond to a request.

    The decision quickly provoked ire on social media.

    "Samsung is to stop its apps in Iran, oh how we appreciate our officials," wrote Bahareh, a Twitter user blaming Tehran's policy. Another, named Armin, pointed at the technology giant itself, saying: "Now, Samsung's sanctions honor us as well!"

    Samsung spokesman Chris Jung in Seoul declined to comment.

    Unlike Apple, Microsoft and Adobe, Samsung has provided localized services to Iranians in their native Persian language. In 2012, Finnish communications giant Nokia stopped its services in the country.

    Afghanistan Bus Accident: Taliban Insurgents Cause Fiery Collision That Kills 30 Passengers

    KABUL, Afghanistan ? A bus collided on Friday with the wreckage of a truck that was attacked by Taliban insurgents in southern Afghanistan, killing 30 people aboard the bus in a fiery crash, officials said.

    The battered truck was left in the middle of a narrow road on the border of Helmand and Kandahar provinces for several days after insurgents opened fire on it. Police considered the area too dangerous to enter, the officials said.

    Before sunrise Friday, the bus smashed into the truck and both vehicles burst into flames, badly burning many of the bus passengers, said Abdul Razaq, the provincial police chief of Kandahar.

    Razaq said eight passengers were injured. Omar Zawak, the governor's spokesman in Helmand province, put the injury total at 11. Both said the casualties included men, women and children.

    The bus began its journey in the capital of Helmand province and was scheduled to stop in Kandahar city, then travel north to Kabul, the Afghan capital, Razaq said.

    Also Friday, Afghan and coalition forces arrested about 10 insurgents during joint operations over last two days in four provinces of Afghanistan, including several Taliban fighters in Kandahar, the International Security Assistance Force said.

    Pictures Better than Sign Language for Communicating with Kids with Autism

    Children with autism who don't speak could benefit from using pictures to communicate, and having even their small attempts at speaking rewarded, new research suggests.

    These methods of encouraging communication may be better for these children than sign language, which is commonly taught to children with autism, researchers found.

    About a quarter of young children with autism speak minimally or not at all, a problem that often continues into adulthood, according to the autism research funding agency Autistica. Many of these children also have difficulties with motor-skills, research shows.

    Experts have tried many methods to support language learning in these kids, with varying effectiveness. Now, a new study finds that early interventions aimed at developing natural language and mirroring the motor skills of other people may be most effective. [10 Medical Myths that Just Won't Go Away]

    Researchers at the University of Birmingham in England sifted through more than 200 published papers and more than 60 intervention studies to evaluate strategies for encouraging nonverbal autistic children to speak.

    They found that picture-based communication is an effective method of getting nonverbal children to interact and ultimately speak. In this type of intervention, children might exchange pictures with others in order to request things, or to make comments.

    The picture method was better at encouraging speech in children who possessed at least minimal verbal skills, but even nonverbal children could use the system to communicate, study researcher Joe McCleery, a psychologist at the university, told LiveScience.

    Another effective intervention, known as pivotal response treatment, involved giving children opportunities to request items and reinforcing their attempts. For example, a child who asked for a ball by saying "Ba," would be rewarded. As with the picture-based system, this method was more effective at getting children to speak if they already spoke a little, McCleery said.

    By contrast, the study found little evidence that children improved their communication skills by using sign language, which has been used extensively with nonverbal children with autism. This could be due to the difficulties autistic children have in copying motor behaviors, the researchers said.

    Scientists have long argued that motor coordination plays a role in speech and language learning. In the first few months of their life, babies have a lot of back-and-forth interaction with their parents, McCleery said. Then babies enter a hand-banging phase, and by 11 months, they start babbling.? The repetitive hand motion and babbling seem to be coordinated, McCleery said.

    About one in 88 children have an autism spectrum disorder, according to the Centers for Disease Control and Prevention. These disorders are associated with deficits in social interaction and communication, and engagement in repetitive behaviors.

    The new study is published today (April 24) in the journal Frontiers in Neuroscience.

    Montana Democratic Sen. Max Baucus will not seek re-election

    Montana Democratic Sen. Max Baucus will not seek reelection next year, the Washington Post reports.

    Baucus plans to fulfill his sixth term in the chamber and will step down before the next session in 2015, according to the report. The lawmaker chairs the powerful Senate Committee on Finance, and he played an influential role in writing the federal health care law that passed in 2010.

    Baucus had deeply angered the White House in recent days, first by opposing bipartisan legislation to enhance background checks of would-be gun purchasers. Baucus? ?no? vote helped kill the background check measure, and he was among the lawmakers President Barack Obama targeted with a blistering Rose Garden tirade against ?shameful? inside-the-Beltway politics.

    ?There were no coherent arguments as to why we wouldn?t do this,? Obama said. ?It came down to politics?the worry that the vocal minority of gun owners would come after them in future elections. They worried that the gun lobby would spend a lot of money and paint them as anti-Second Amendment.?

    Baucus also warned at a recent hearing with Health and Human Services Secretary Kathleen Sebelius that implementing the federal health care law would be a ?train wreck? over the next few years, a comment that angered both liberals supportive of the law and conservatives who pointed out that he helped shepherd it to passage.

    Baucus will be the sixth Democrat to announce plans to retire at the end of the current term. His absence will pave the way for yet another competitive Senate election in which Republicans will seek to bolster their numbers in the chamber.

    LG Electronics first-quarter profit sinks, TV pain outweighs phone revival

    SEOUL (Reuters) - LG Electronics Inc , the world's No.2 TV maker, said quarterly profit fell 13 percent as sharp price cuts resulted in razor-thin margins for its TV division, overshadowing a strong recovery in smartphones.

    Since late last year, LG and bigger rival Samsung Electronics Co have had to contend with unfavorable currency rates that benefit Japanese rivals, while global demand for TVs is expected to plateau this year as many consumers in developed countries already own a flat-screen TV.

    Smartphones sales jumped to a record 10.3 million units, helped by new high-end models. LG has overtaken Taiwan's HTC Corp to become the world's No.3 smartphone maker by sales in the fourth quarter, although its 3.2 percent market share is still dwarfed by Apple Inc and Samsung.

    LG said January-March operating profit fell to 349 billion won ($311.34 million), above a consensus forecast for 289 billion won from 35 analysts surveyed by Thomson Reuters I/B/E/S.

    That compares with 402 billion won a year ago and 117 billion won in the previous quarter. It marks its first profit decline in year-on-year terms in five quarters after 2011 and 2012 results were revised to reflect accounting changes.

    While its TV troubles may not match the dire straits faced by Japanese rivals Sony Corp and Panasonic Corp , both of which are downsizing their television businesses, LG's profit margins have slipped to below 1 percent since the third quarter, compared with nearly 6 percent in the second quarter of last year. TV profits for LG tumbled 82 percent to 29.8 billion won.

    Its mobile business' profit improved to 133 billion won from a 31 billion won profit a year ago and 56 billion won in the fourth quarter.

    But that recovery, which has helped propel its share price 18 percent higher in the last three months, could slow again. Samsung introduces the latest version of its flagship Galaxy S this week and Apple is widely expected to launch a cheaper iPhone this year.

    Its shares fell 0.4 percent after the results, compared to a 0.8 percent decline for the broader market <.ks11>. ($1 = 1120.9500 Korean won)

    (AP) ? Grizzlies center Marc Gasol has won his first NBA Defensive Player of the Year award after anchoring the league's stingiest defense.

    The NBA announced Wednesday that Gasol received 212 points and 30 first-place votes to edge Miami's LeBron James, who had 149 points and 18 first-place votes.

    The 7-foot-1 Spaniard averaged 1.7 blocks and 1.0 steals for a Memphis defense that allowed a league-best 88.7 points per game.

    Oklahoma City's Serge Ibaka was third with 122 points and 14 first-place votes. The 28-year-old Gasol becomes the first Grizzlies player to earn defensive player honors.

    Just as humans can follow complex social situations in deciding who to befriend or to abandon, it turns out that animals use the same level of sophistication in judging social configurations, according to a new study that advances our understanding of the structure of animal social networks.

    The study, which appears today in the journal Animal Behaviour, is the first in which researchers applied a long-standing theory in social psychology called "structural balance," which is used to analyze human relationships, to an animal population to better understand the mechanisms that determine the structure of animal social groups. Researchers analyzed social bonds in behavioral data from a long-term study of the rock hyrax, a small mammal that lives in colonies across Africa and the Middle East.

    Structural balance theory considers the positive or negative ties between three individuals, or triads, and suggests that "the friend of my enemy is my enemy" triangle is more stable and should be more common than "the friend of my friend is my enemy" triangle. Another configuration, "the friend of my friend is my friend," is considered to also be a stable configuration in the social network. The last possible triangle, "the enemy of my enemy is my enemy," presages an unstable state, according to the theory.

    The potential power of structural balance theory is its ability to predict patterns in the structure of the whole social network and also predict changes that occur over time, as unstable triads are expected to change to stable ones.

    "We all live in social networks of some kind, either online or offline, and we are interested in understanding how these groups form and dissolve and their internal dynamics, but while studying these human dynamics is important, it's also very difficult and in many cases impractical. So we study how sociality evolved in animals, which might offer us some insights into our own social behavior. And indeed, the structural balance theory that was developed to study human behavior appears to be relevant in animals as well," said the study's lead author Amiyaal Ilany, a postdoctoral fellow at the National Institute for Mathematical and Biological Synthesis.

    In the study, the hyraxes tended to form balanced triads and changed unbalanced triads to balanced triads over time. However, new individuals in the population ? new pups or males that migrate into the network ? introduced social instability by often forming unbalanced triads, causing the network as a whole to retain some level of instability. The study also found that contrary to classical structural balance theory, the "enemy of my enemy is my enemy" configuration was actually a stable configuration. The results suggest that structural balance may play a role in the evolution of social structures by selecting against specific configurations. Structural balance may also serve as a psychological mechanism that allows specific social structures to exist and that prevents cooperation between members of different groups.

    The authors suggest that structural balance may be prevalent in other species as well.

    "The results indicated that changes in social relationships are dependent not only on two individuals, but significantly on third parties, which underscores the importance of structural balance theory in explaining the evolution of complex natural social systems," Ilany said, who was a doctoral student at Tel Aviv University when the research was begun.

    Police: 5 dead in shooting south of Seattle

    FEDERAL WAY, Wash. (AP) ? Gunfire erupted at an apartment complex in a city south of Seattle and five people were shot to death, including a suspect who was shot by arriving officers, police said early Monday.

    Officers responding to an emergency call at 9:30 p.m. Sunday at the apartments in Federal Way encountered a chaotic scene, with bullets flying.

    "When officers arrived there were still shots being fired," said Federal Way police spokeswoman Cathy Schrock.

    They found two injured men on the ground in a parking lot. One of the men reached for a gun as police moved in to assist the two, she said.

    At that point, officers opened fire. The suspect died but police said it wasn't immediately clear if it was from their gunfire.

    The other man on the ground and a third man in the parking lot were found dead.

    In a search of the complex, police found a fourth man dead in one apartment and a slain woman in another unit. Schrock said police were trying to determine if the woman was accidentally hit by gunfire.

    A total of eight officers fired their weapons, Schrock said. All have been placed on administrative leave, per standard policy, as the investigation continues.

    There was no immediate word what set off the shooting.

    "We're gonna continue to go door to door in hopes that we can find some additional witnesses, and hopefully we won't be finding any more victims." Schrock said. "We still don't have any idea what started this disturbance tonight."

    After police flooded the area and carried out searches, authorities said they did not think another shooter was on the loose or that there was an immediate threat to the public.

    There were no reports of any officers being injured, and the names of the five people who were killed were not immediately available.

    Federal Way is about 20 miles south of Seattle.

    2nd man arrested in rape of 5-year-old Indian girl

    NEW DELHI (AP) ? A second suspect was arrested Monday in the rape of a 5-year-old girl who New Delhi police say was left for dead in a locked room, a case that has brought a new wave of protests against how Indian authorities handle sex crimes.

    Pradeep Kumar was arrested Monday in the eastern state of Bihar, about 1,000 kilometers (620 miles) from New Delhi, and was being brought to the capital, police said.

    Police said questioning of the first man arrested in the case, Manoj Kumar, led them to the second suspect. Manoj Kumar, 24, was arrested Saturday in Bihar and has since been flown back to New Delhi. Kumar is a common last name in India and the two men are not related.

    The men are accused of abducting, raping and attempting to murder the 5-year-old, who went missing April 15 and was found two days later by neighbors who heard her crying in a locked room in the same New Delhi building where she lives with her family. The girl was alone when she was found, having been left for dead by her attackers, police say.

    The girl was in critical condition when she was transferred Thursday from a local hospital to the largest government-run hospital in the country. D.K. Sharma, medical superintendent of the state-run hospital in New Delhi where the girl was being treated, said Monday that she was responding well to treatment and that her condition had stabilized.

    "She is much better today and her wounds are healing well," Sharma told reporters.

    The attack came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country.

    For the second consecutive day, hundreds of people protested Sunday outside police headquarters in the capital, angry over allegations that police failed to act after the girl's parents told them she was missing.

    About 100 supporters of the main opposition Bharatiya Janata Party protested outside the home of the chief of the ruling Congress Party, Sonia Gandhi, demanding that the government ensure the safety and security of women and girls in the city.

    The protesters also demanded that the Delhi police chief be removed from office and that police officials accused of failing to act on the parents' complaint be dismissed.

    "Police and other officials that fail to do their jobs and instead engage in abusive behavior should know that they will be punished," said Meenakshi Ganguly, South Asia director of New York-based Human Rights Watch.

    Police said they detained more than 50 protesters when they tried to break down barricades on the road leading to Gandhi's house. The protesters were released after a few hours.

    Police also placed restrictions on gatherings of more than four people on the main avenue in the heart of New Delhi after university students said they planned to hold a demonstration there. Despite the police order, about 100 students gathered at New Delhi's iconic India Gate monument and held a peaceful protest late Sunday.

    Sexual crimes against women and children are reported every day in Indian newspapers, and women often complain about feeling insecure when they leave their homes.

    Prime Minister Manmohan Singh called for changes in attitudes toward women in India.

    "The gruesome assault on the little girl a few days back reminds us once again of the need to work collectively to root out this sort of depravity from our society," Singh said Sunday at a meeting with civil servants.

    The December gang rape on a New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.

    Activists say passing strong laws is not enough, and that the government must ensure that police and the justice system crack down on crimes against women.

    "Enacting strong laws are simply a first step, but it needs the government to focus urgently on implementation if it is serious about protecting children and other victims of sexual abuse," Human Rights Watch's Ganguly said.
